Questions to ask before buying Saudi property

These starting points help you prepare an enquiry. The answer for a particular purchase depends on the buyer, the property and the rules applying at the time.

Can I buy property in Saudi Arabia if I live abroad?

Non-Saudis can acquire property or other property rights where the applicable rules permit. Your buyer category, the precise location and the right being acquired all matter. A city's name alone does not establish eligibility. Start with REGA's official ownership guidance and the property-specific geographical information it links to.

What must a non-resident individual arrange before buying?

The published regulations require a recognised digital identity, a Saudi bank account in the buyer's name and a Saudi mobile number in the buyer's name linked to that identity. The official application route and registration requirements also apply. Confirm the current steps for your circumstances before making commitments. See the published implementing regulations.

Are Makkah and Medina subject to different rules?

Yes. Under the non-Saudi ownership law, the route for individuals in these cities is limited to Muslims within the permitted framework. Companies, GCC nationals and Premium Residency holders require consideration of their applicable provisions. Check the buyer category and exact property rather than assuming that a general description of the city is enough. The ownership law sets out these distinctions.

Does buying a property give me residency?

Property ownership does not itself grant residency or immigration privileges. If residency is part of your plans, establish the relevant requirements separately before deciding on a property. This distinction is reflected in Article 6 of the ownership law.

How should I approach fees and other costs?

Ask for a written breakdown of the costs relevant to your proposed transaction, including who pays each item and when. Our brokerage fees and the party responsible for them are addressed in the agreement. Confirm tax treatment separately with ZATCA or an appropriately qualified adviser. For an apartment, also ask about service charges and other ongoing commitments.

What should I check before considering an off-plan purchase?

Check the developer's registration, the project's applicable licence, the contract, specifications, delivery terms and payment schedule. Confirm the project's designated escrow arrangements before making a payment. A marketing qualification held by a broker does not establish approval for a particular project.
